LRT Construction Along University Avenue Has Local Businesses Reeling
The Hurt Is On…
Nobody can claim that the Central Corridor LRT construction came as a surprise to businesses along the Frogtown section of University Avenue. The Metropolitan Council, the City of Saint Paul, and numerous non-profits have worked hard to get the word out and prepare local businesses for the disruptions that are part of any major construction project. Still, during the first month of heavy construction, many of the businesses along the corridor struggle to deal with the fall-out of lack of customer access, parking woes, and frequent utility shut-offs. For some of them, apprehension about this year’s construction already has turned into desperation.

Spotlight: Gaochia Penny Lee
Gaochia Penny Lee, or Penny as she prefers to be called, is the current Junior Miss Princess of Inver Grove Heights, MN. The youngest child of Shoua Thao and Hue Lee (Nchaiv Hwj Lis), she is the youngest and only daughter of five. Penny, who turns 14 this month, currently lives in Inver Grove Heights, and attends the city’s middle school as an 8th grader.
It came as a chance encounter that Penny even knew about the Royalty Program: “My mom and I went to the Inver Grove library and as we were walking out the door, we saw a flyer...they were looking for candidates,” Penny said. At first, she wasn’t so sure, but her mom encouraged her to try it out. “We went home and looked at the website,” Penny said, saying that was how she found out about what the requirements were. That night, she and her mom had officially signed up and the real work began.

The bright lights of Hmong businesses illuminate an evening drive down St. Paul’s University Avenue, revealing the vast number of Hmong businesses in the Twin Cities. 2010 Census information on Minnesota's Hmong workforce suggests that there are perhaps 800 Hmong-owned businesses in the area, a huge increase from the 250 that the Hmong Cultural and Resource Center estimated in 2005.
